Douglas was born on the 13th of July 1943 in Ogden, a son Carlos Lavar Tanner and Norma Lucy Bean Tanner.
Douglas grew up in Ogden and graduated from Ogden High School in 1961.
Carl Douglas Tanner married miss Vicky Smith on March 11, 1966 in the Washington Terrace First Ward Chapel.
They had three children, son Dustin D. Tanner, and daughters Sharlene N. Tanner and Tracy Lynn Wisner.
Douglas was survived by his wife, children and brothers, Donald Wayne and Owen and sisters, Zola Stoker and Francis “Fran” Lucille Fuhriman.
Douglas passed away on June 1st 1996. He is buried in the Roy City Cemetery.
